Customize titlebar of webparts (WSS 3.0)

I am trying to style the titlebar of the webparts in WSS 3.0 and I am getting stuck on the dropdown arrow that shows the webpart menu.

The styles are:
.ms-WPHeader
.ms-WPTitle
.ms-HoverCellActiveDark

I would like to put a border and background-image for the whole titlebar but I am unsuccessful. I can get it on the .ms-WPTitle, but this stops at the dropdown arrow.

Any help would be appreciate.
