You have to type something then select that text before clicking the globe and chain icon. It then makes a URL out of the selected text.
I would expect it to just add the link if nothing was selected.
In this case, if nothing was selected I would have expected either the link itself to appear, or an error say 'Please select text to create a link from' or similar. The fact that nothing occurs is what is wrong.
